David L. Bennett
(Consultant to ODOT)
David L. Bennett is president of the D. L. Bennett Company, a
graphic design and public relations firm. Mr. Bennett
graduated from the University of Akron in 1980 with a degree
in Mass Media/Communications. Mr. Bennett's first experience
with highway construction projects began with the major
improvements to I-76 in east Akron from 1991 - 1997. Since
then, he has assisted the Ohio Department of Transportation,
the Ohio Turnpike and the city of Akron with public-relation
outreach programs for major construction projects. Mr. Bennett
is married and lives in Summit County. He's an avid cook,
runner, bicyclist and collector of antique clocks. |

Scott
Buchanan P.E.
(URS Corporation)
Scott Buchanan is a Vice President and Director of Engineering
for URS Corporation in Akron. He graduated from the University
of Akron in 1979 with a Bachelor of Science Degree in Civil
Engineering and has been with URS since 1979 where he began
his career as a co-op student.
During his career, Scott has worked on a variety of projects
from small bridge replacement projects, minor street widening
projects, and traffic studies to multi-million dollar freeway
and interchange projects and major investment programs. Scott
served as Design Manager for the Ohio Turnpike Third Lane
Program, which added a third lane in each direction for 160
miles of the Turnpike. and the I-77 Third Lane addition
between Akron and Canton for ODOT.
Scott and his wife, Deb, live in Massillon with their
18-year-old son, David. They enjoy traveling, especially
relaxing at the beach, and are active in their church. Scott
also enjoys golf and coaching his sons church basketball
team. During the fall weekends, Scott is busy officiating
football in the Big Ten Conference. |

Jim Swartz
P.E. (ODOT
Representative)
Jim is currently Production Administrator for ODOT District 4
which covers 6 counties in Canton, Akron and Youngstown area.
He graduated from the University of Cincinnati with a Bachelor
of Science Degree in Civil Engineering and has worked most of
his career in the transportation business including co-op with
Pennsylvania Railroad, 1.5 years at Federal Aviation Agency,
43.5 years consultant firms and 20 months at ODOT.
During his career, Jim has worked and Project Managed a
variety of Civil/Transportation projects including numerous
interstate, state and local projects, FEMA flood studies,
waste water treatment facilities and system studies. Major
projects include portions of Interstate 76, 77, 80, 90 and
271, Ohio Turnpike 3rd lane Program, Akron Y-Bridge and
Interbelt (SR 59), portions of SUM SR 8 and Barberton
Tuscarawas Bridge.
Jim and his wife Carol live in Fairlawn where he has been a
councilman for over 21 years and is currently starting his
14th year as President of City Council. In their spare time
Jim and Carol enjoy playing bridge and visiting their 6
children, spouses and 6 grandchildren. Jim also enjoys
gardening, golf and model railroading. Jim recently was
awarded the 2005 Wendell R. LaDue Civil Engineer award from
the Akron Canton chapter of ASCE. |
